The Cost Drivers That Change Proposals Most
The largest drivers are usually estate size and heterogeneity; dependency uncertainty; data volume and movement; regulatory requirements; availability and recovery objectives; migration downtime constraints; identity and network complexity; number of environments and regions; quality of existing documentation; testing depth; automation and infrastructure-as-code expectations; stakeholder availability; training; support coverage; and the share of work retained by the client. Cloud consumption is a separate economic model.
Use the Azure pricing calculator to model Azure resources, but do not confuse a calculator estimate with a production forecast. Forecasts require workload baselines, growth assumptions, utilization patterns, data transfer, licensing, discount eligibility, and operational behavior.

- Lift-and-shift as the default: Rehosting can be correct, but it should be a workload decision, not the provider’s universal method.
- No cost model: The proposal discusses Azure benefits but omits consumption drivers, allocation, forecast assumptions, and day-two optimization.
- No landing-zone or governance boundary: Subscriptions, policy, identity, network, logging, security, naming, tagging, and ownership are left for later.
- Designation as the only proof: Company status is emphasized while the proposed team’s experience and deliverables remain vague.
- Outdated Microsoft terminology: References to Azure Active Directory, Azure Security Center, or Gold/Silver partnership status can indicate stale materials. Current names include Microsoft Entra ID and Microsoft Defender for Cloud.
- Unclear ownership: The statement of work does not say who approves designs, supplies access, remediates source systems, owns testing, signs off, or operates the result.
- No acceptance criteria: Completion is defined by elapsed time or activity rather than agreed evidence and outcomes.
- Knowledge transfer is optional: Documentation and enablement appear at the end as a nice-to-have instead of a planned deliverable.
- No operating model: The provider designs a platform without defining monitoring, incident response, release, access, cost, data ownership, and continuous improvement.
- Expert at everything: The provider cannot state where it is strongest, where it uses specialists, or when another model would serve the client better.
